Executive Summary
The WCF staff structure is appropriate; however, our comparison of transactions processed by the WCF finance office and the Federal Emergency Management Agency's finance office at Emmittsburg, Maryland showed significant differences in the number of accounting transactions processed per person in the respective offices.
