Executive Summary

The City of Birmingham, Alabama, received a Public Assistance award of $13.2 million from the Alabama Emergency Management Agency, a FEMA grantee, for damages resulting from tornadoes and severe storms in April 2011. We audited projects totaling $11.3 million to determine whether the City accounted for and expended FEMA funds according to Federal requirements.
