DHS Contracts and Grants Awarded through Other Than Full and Open Competition FY 2015

On March 4, 2015, Congress enacted Public Law 114–4, Consolidated Appropriations Act, 2015. According to Section 518(a), the Secretary of Department of Homeland Security (DHS) shall submit a report not later than October 15, 2015, to the Office o Inspector General, listing all grants and contracts awarded by any means other than full and open competition during fiscal year (FY) 2015. As required, we reviewed the report and assessed departmental compliance with applicable laws, regulations, and departmental procedures.
