The audit objectives were to determine whether North Dakota distributed and spent State Homeland Security Program grant funds effectively and efficiently, and in compliance with applicable Federal laws and egulations. We also addressed the extent to which grant funds enhanced North Dakota’s ability to prevent, prepare for, protect against, and respond to natural disasters, acts of terrorism, and other manmade disasters. The Federal Emergency Management Agency (FEMA) awarded the State approximately $14.6 million in State Homeland Security Program grants during fiscal years 2010 through 2012.
