Larimer County, Colorado (County) received a $22.5 million grant for damages from a September 2013 disaster. We conducted this audit early in the grant process to identify areas where the County may need additional technical assistance or monitoring to ensure compliance with Federal requirements. The policies, procedures, and business practices of the County are not adequate to account for and expend Federal Emergency Management Agency (FEMA) grant funds according to all Federal requirements. As a result, the County is at risk of losing some or all of its FEMA-approved funding, which totaled $22.5 million as of June 2014.
