DD-13-02 The Louisiana Governor's Office of Homeland Security and Emergency Preparedness (GOHSEPj, a FEMA grantee, awarded the Parish $5.9 million for damages resulting from Hurricane Ike, declared on September 13, 2008. The award provided 100 percent FEMA funding for four large projects and six small projects. The audit covered the period September 11, 2008, through May 3, 2012, the cutoff date of our audit, and included a detailed review of all ten projects (see exhibit A). As of the cut-off date of our audit, the Parish had claimed $5.1 million.

OIG-20-15 The Federal Emergency Management Agency (FEMA) did not balance its Manufactured Housing Unit (MHU) program costs with disaster-related housing needs.  In response to Hurricane Harvey in Texas, FEMA overestimated the number of MHUs it needed by nearly 2,600, which amounted to purchase, transportation, and storage costs of at least $152 million.  The agency also overestimated the number of tank and pump systems (TPS) it needed to operate the fire sprinklers, by nearly 2,400, which amounted to purchase and transportation costs of approximately $29 million.  Following Hurricane Harvey, FEMA focused on providing prompt assistance and did not emphasize financial accountability and recordkeeping.  Had FEMA better managed and overseen the MHU program, it could have put an estimated $182 million to better use to assist survivors from Hurricane Harvey or other disasters.  We made four recommendations that will help FEMA better manage its MHU program.  FEMA concurred with the recommendations.

DD-13-10 As a result, of three major disasters the President declared between June 2001 and January 2006 in the State of Texas, the four subgrantees listed in table 1 applied for and received HMGP grant awards from TDEM, a FEMA grantee, between January 2003 and March 2008. These grant awards were for mitigation projects that FEMA approved to (1) relocate and replace critical electrical and mechanical systems above flood elevations and protect basements with perimeter flood protection, (2) acquire and remove residential properties to mitigate future losses, (3) build residential safe rooms, and (4) construct a drainage improvement structure to mitigate future flooding losses.

DA-13-01 Our audit objective was to determine whether the Town accounted for and expended Federal Emergency Management Agency (FEMA) grant funds according to Federal regulations and FEMA guidelines. As of November 7, 2011, the Town received a PA award of $2.5 million from the Alabama Emergency Management Agency (State), a FEMA grantee, for damages resulting from Tropical Storm Ida, which occurred in November 2009. The award provided 75 percent FEMA funding for debris removal activities and repairs to roads and park facilities. The award consisted of three large and seven small projects.

OIG-19-63 Richland County did not always properly account for and expend Federal funds according to Federal regulations and FEMA guidelines.  FEMA did not hold North Dakota accountable for fulfilling its grant management responsibilities, and North Dakota did not adequately manage the FEMA grant by monitoring the County to ensure it complied with applicable regulations and guidelines.  The County failed to follow all Federal procurement regulations when awarding about $1.9 million in disaster-related contracts.  We recommended that FEMA disallow $1,146,921 in ineligible contract costs and direct North Dakota to work with the County to verify that the County complies with all Federal grant requirements and establishes effective accounting systems.  FEMA concurred with our three recommendations for improving County compliance in managing future Federal grants.

OIG-16-23-D We audited $4 million of the $6 million of Federal Emergency Management Agency (FEMA) Public Assistance grant funds awarded to the City of San Diego, California (City), for damages resulting from heavy rainfall and flooding that occurred on December 17, 2010, through January 4, 2011. The City generally accounted for FEMA funds adequately, but did not always expend the funds according to Federal regulations and FEMA guidelines.
