Public Law 110-53, Implementing Recommendations of the 9/11 Commission Act of 2007, requires the Department of Homeland Security (DHS) Office of Inspector General (OIG) to audit individual states’ management of Homeland Security Grant Program (HSGP) awards. We audited the State of Maryland, which was awarded $35 million from FEMA for fiscal years 2011–13. In most instances, Maryland distributed and spent the HSGP awards in compliance with applicable laws and regulations; however, the State lacked adequate controls over more than $10.8 million in grant funds we reviewed. This occurred because FEMA and the State did not ensure adequate management and oversight of HSGP funds.
